On investigation it seems a UK government agency would rather check Experian, a foreign business for information and hope the same name lead to the right individual rather than just mail me at my license address (I moved my credit card billing to work after a break-in)

Also, it's likely that fast food outlets already have ANPR systems installed to stop their clientele outstaying their welcome or non-customers using their car parks, especially in urban areas.

However the "determinedly lazy " do exist and I have the misfortune to work with one.
He really does work very hard at being lazy, and has gotten very good indeed at it over the years. It must be his life's work to achieve nothing... which is quite an achievement come to think of it. Now there's a tautological oxymoron.

I used to work in an engineering workshop with a bench fitter who had a special 'Friday file' - he had ground all the teeth off one side of the file so he could stand at his bench all day using the file but producing no filings!! When I asked why he said 'coz it's Friday! and I don't do any work on Fridays!"
Some people really beggar belief!!??
