Cush drive and sprocket carrier

Hi guy’s,
Been having a chain issue recently. Upon investigation I’ve found that my sprocket carrier has been moving laterally maybe 3/4mm + the maybe 2mm that the chain moves laterally also.

So I’ve taken it all apart and put it all back together (hand tight for the moment) and the cush drive/sprocket carrier lateral movement has gone! Only the 2mm chain movement remains.

Is this correct? Or should the sprocket carried have some movement?

Also does the cush drives need lubed before going back in and able to rotate when tightened up? Or does the nut/bolt/cush drive hex assembly need to be tightened to a specific torque value, which would necessitate the need to buy a 12mm hex key?!?!
