He's in California, I ordered my Mandarina Duck Panniers on Thursday, and they arrived today (Tuesday). He seems to have a bunch of new old stock spares, so maybe you'll find something you need. Oh and no import tax.

I've bought a couple of things from Valtermoto before. Often has that hard to find part, always very quick, reasonable prices and not been stung for VAT either.
