fuel filler cap breather

When I was wiping up the overfilled petrol from the top of my tank , like you do, I found a small rubber tube ( 1cm by 0.5cm ) . It looks like it's supposed to fit into the top of the breather hole ( or is it an overflow ? ) in the top of the tank and connects the hole to the filler cap when the cap is shut. The tube is knackered and there is a real chance it will end up in the petrol tank itself if I try to glue it back from whence it came so my question is can I just leave it out ?
