Are the tank and saddle loose fitted as the tank looks to be a little high against the saddle?

Yea, it looks like the seat is not fully 'seated' to me.

No, the tank isn’t attached yet so it’s resting on the bolts that attach it so it’ll be about an inch higher than it’s supposed o to be
