What is the diameter of the hole for the filler cap?
How easy would it be to change it to a different (possible classic) filler cap? |

Possible, but you would have to make a custom adapator. Expensive

Could one be fabricated? I am getting someone to make me 7/8 risers to replace my 28mm ones. Would be a job that would require the same skilled fabricator?

Yes its possible, would require to be turned from billet. But you would have to have the 'classic cap' first in order to design it.
