When I was building bikes more regularly there were several of us at my old firm who used to raid the engineering storeroom for stainless bolts etc, and they used to say help yourself!.They were mostly iirc A2 grade which was certainly good enough for most applications and would stay good for many years.

You could then join the upgraded to company spec company bike club! I think most stainless you can get online nowadays is A2 grade anyway and usually Ok. Since I left there and was forced to actually buy bolts the A2 stuff seems decent enough. In fact the only dodgy stainless bolts on my bike were the ones already supplied with the parts. I've just replaced all the pinch bolts on the billet triple clamps I bought ages ago and the bolts were the original ones and they were turning black with oxidisation so just replaced with Ti bolts because I was bored!
