I'm not sure that I recognise the little tube that you describe.. Sounds like a little piece of stripped insulation from a wiring job to me?
I do have a couple of very comprehensive documents about filler caps and the whole fuel system. Kindly sent to me some years ago by the late great Capo.
They should have all you need to know and more, but I don't know how to post a word document on here!
