I was listening this morning to the news about noise level monitoring.
The report mentioned noise levels and the acceptability of the public for anti social levels in residential areas, but as noted by Chris, the monitoring system would be installed on main roads!
It's, I think, another instant of government sound biting for effect.
As others have said, sound levels, that is db's, work on a logarithmic scale, and our perspective of how loud a noise is perceived changes with the surroundings.
Very difficult to successfully monitor.
