Yes the lug seems to have snapped off the cover, possibly via ham fisted removal or a loose clutch incident?
The steel versions of those covers are twin walled, so if the radial mark was caused by a loose clutch it must have really mullered the inside. There are also alloy versions.
The footrest rubber mounts and shoulder bolts need some attention too. On of them isn't a shoulder bolt!
Still appears to be a not too bad bike for the price... Pays to zoom in though!
