Yes I spotted that Mike. I can only assume that the lower lever is a de-compressor, or valve lifter to assist in kick starting.
This would not work on Desmo valve gear, but I think I am right in saying that the 350 has bevel driven overhead cam(s) with conventional coil or hairspring valve springs.
When emzedder spots this he will divulge the true facts..
