That is verging on the edge of canyon rather than gouge. You'd need some heavy boring to get that out so not really amendable to fixing unless it was an ultra-rare bike.
When I was a lad it was the sort of thing that the dockyards in Pompy could have turned around in a few days, they had some awesome skilled people there and the time to do odds on the side as apprentice 'training tasks'.
