I've never heard that one Mr G- there are plenty of bikes that are single seat from the factory and my Monster doesn't have any rear pegs on the rear sets and I've never had a problem come MoT time.
The only thing like that I have heard about for MoT's is that if you want to legally ride a Dual purpose trail bike without indicators then you have to remove the rear footrests in order to legally do so.
I did this on both my DR350 and much newer DRZ400 in order to ride them on the road- never had a problem with Plod or Mot's like that- lucky for me as my indicator bill would have been a fortune the amount I fell off on the muddy green lanes.
