Put the new bearing in first, then spray the plate, as it's easy to damage the new paint tapping the bearing in.
It's easy to mask the bearing from paint, by just dropping a penny washer over it (masking tape over the hole!)

I wish you hadn't blasted the top hat in the bearing though... Make sure to clean out all the grit from inside it and from behind the O-ring in the groove.
