I had the (0.4mm) shim steel knocking around in my toolbox from years ago but I have seen similar size steel banding used for binding wooden packing crates, needs to be wide enough to span all 3 rings.
As for the jubilee clip, a 900 piston is 92mm diameter, so you need one with a range that covers that (80 - 120mm?) probably cost around £3 - £4.
A decent engineering supplies shop should have both.
