Second one, if it was me.

I would go for the second one, particularly if they both have good service history.

16k miles seems a bit high to be buying at. As jd_303 says, you'd have problems at resale. And never having been ridden on a track isn't worth much to me. Bikes go just as fast and lairy on real roads - you just have squarer tyres.

Hint: I always find it best to give a stupidly low offer first (unless they are forum members, then I would avoid peeing them off!), used bikes towards the end (!) of the summer and all that. I'm sure you could get a couple hundred off either one with cash.
