blockage?

Does anyone know how to check the tank vent for a blockage. I’m experiencing what feels like fuel starvation, after lifting my full petrol tank up on its prop some fuel came out of the cap. Anyone else had this happen or is it just me?

there is a seal that could have gone although I suspect what came out was a bit of water that falls through the gap on the cap holder rim (look carefully its not water tight) I ran some bog standard bathroom silicone around mine.
