I speak a bit of German and it doesnt really say where its for. Verkleidung means covering.
I think it could be some form of hugger, judging by what looks like a hooped piece on the top that may squeeze over the swing arm, but how it is secured apart from that is difficult to see.
The ads a bit vague to say the least.
