I use WD40, spray it on, then leave it to soak while i make a brew, then the crap usually just wipes off.
WD is water based, so don't get too concerned about it getting on the tyres, it evaporates fairly quickly.

Petrol or turps substitute. Look out for a product called Jizer. Great for cleaning wheels, chains, swingarms, etc...

Got some lidls wheel mitt thingys, cleans all the sticky chain lube off a treat and as you're wearing the thing you can get your fingers jammed into all of the knocks and crannies.
Otherwise a mild solvent that doesn't evaporate quickly

WD40 for me, sprayed onto an old cleanish rag then rubbed onto the affected area. Works a treat.

Paraffin soaked rag. Then wipe clean with dry rag and wash with soapy water.
Cheap as chips.

Best thing I've found is brake and clutch cleaner. Mr Sheen works really well too.

Think it is actually petroleum based.

Bodyshops use "panel wipe" / "panel wash" to remove tar spots and grease and old wax polish from paintwork before repainting. It removes old chain lube and the like very easily and is not too smelly but is flammable. It comes in 5 litre cans and is available from a motor factors near you.

Obviously, it will not harm the finish of your bike / wheels. It evaporates quite quickly.
