My cast iron discs are a little on the rusty side and breaking and the pads are struggling to clear it.

Any advice, replace the pads? Scrub them with light sand paper or scotch brite?

Just scuffle up pads with a bit of p60. And put them back in. Scotch bright the disc? Dunno never needed to.....

The rust is quite severe, I think a little clean and some new pads, they have been on for about 4 years.

My discs stick to the pads if I put the bike away wet but free up as soon as it moves again.
Never had a problem clearing the rust after a couple of stops though.
Personally I'd give em a once-over with brake cleaner and wet'n'dry before sticking the new pads on.
I also give my calipers a good clean every 6 months or so.
You should regularly inspect cast iron discs for any signs of cracking too, they can shatter with catastrophic consequences.

paint them with Hammerite they wont rust then.......ONLY JOKING !!!

wet and dry or scotchbrite should clear it
