Are Sil exhausts performance enhancing or cosmetic? I need to know for insurance purposes.

The enhancement from a performance point of view is generally quite small, if you said about 5%, most insurance co's are fine with that.

And I had a set of Sils on my old 695, they looked and sounded really nice.

But

Before you rush off and get that sort of stuff, live with the bike for a while, you may want to do other things to it .

Sound advice, that.
Plus, if you wait long enough a cheap bargain will come along.
I got nearly new titanium hi-level termis for £260.

They may be more interested in if these are road legal cans. As in not stamped 'race use only' or without any visable BS markings. As long as you have removable baffles slotted in you should be ok. Shuffy had a run in with local plod on un-baffled termi's recently and got a ticket.
