Not that I go on there any more but I read on DUN about some poor chap getting a section 59 for doing 25mph in a 30mph but having loud cans.
To qualify for a Section 59 you need to have breached section 3 or 34 of the RTA plus caused distress. Section 3 is driving without due care etc. I understand that they didn't caution him under section 3 and he didn't get a Nip for Due care etc. So they shouldn't have really issued a section 59 not for loud cans FFS!!!
His name is Chiz, if someone can show him this post and the link below he may well be able to get the Seciton 59 removed. Sorry but DUN is one of the sites I don't frequent, too many Michael Jackson lovers.
