Copy into paint, and obscure to your hearts content, re save as jpeg, im sure theres plenty of ways to do it , photoshop, photographic app's, your camera's software possibly....

I used to block them out yellow, but if you use any of the Adobe products (Elements, Lightroom or Photoshop) I've used the clone and stamp tool to garble the number plate. so at a glance it looks normal but it's actually gibberish.

Makes it a little less eye catching then a bright yellow square...
