In the past I have used carb cleaner, although it can bleach some paint types. For cleaning the carb float bowls (from an old jag) with really thick deposits I found houshold amonia and a bit of alchohol worked really well - if it doesn't drink the alchohol and forget the stains!

jif or autosol - something a bit abrasive, and a good old rub. if it's been dripping a long time the petrol can stain the paint beyond cleaning. (rearsets are painted -- aren't they?!?). if you've no luck, a repaint of touch up.
