Nasty bits of Plastic

Any of you good folks in desmo land :hail: able to tell me what these nasty plstic bits actually do, can I get rid of them, and if so what do I do with the rubber tubes that go into the damm things..................:scratch:

Got the pic thing sorted, So I can just get rid of all the bits and bloc any holes job done.......right!!!!

As above, they are carb vents, removing them doesn't cause any apparent ill effects.
